The title of this article tells everything. RAM in Mac mini can be upgraded. Having said that, it's a dull and fiddly process that's not too weak of the heart.
First and foremost, the picture Apple showed on RAM in their announcement is incredibly misleading. RAM is hidden inside what's almost a Faraday cage of metal. To remove the RAM sticks, remove the cage.
The cage is turned down on the motherboard, and yes, you must remove the motherboard.

I only used three Torx bits, one T10, T6 and T5. I also used some tweets and a little plastic-cutting tool. All of these were available in the iFixit Pro Tech toolset, but you can probably get basic Torx bits just about everywhere.
Back in the old Mac mini days, you did not have to remove anything apart from the back cover to get to RAM. Now, the same level of major operation you once had to perform to replace a drive is what you now need to do to get to RAM.

Before I describe this process, I have to be careful about you. We have not yet received a definitive answer from Apple, but the odds are that you void your warranty. You can also break the machine since everything is very small. This is what Apple believes when saying that upgrading of RAM in this computer is not for consumers. It is not. But it is feasible.

Remove the round plastic base: This does not spin anymore to remove. You chop it off. This is easy if you are just a little careful.
Remove the round metal base: This has six small screws. Use your T6 bit and be careful. When you lift the base off, there is a very short radio wire you need to handle next. Hardly, carefully remove both screws from the radio bay and the radio connector.
Remove the fan: There are four screws, two on the side and two near the top. It's not hard to remove, but the two in the top are inside the uniframe body, so be careful. You must also remove a contact from the fan. This is delicate, so (here's a theme) be careful.
Remove the motherboard. There are two connectors near the back of the motherboard. One is ultra-small and one is larger. Carefully remove these two, then gently slide the system board into the direction of the door. Take a deep breath.
Replace RAM: This involves removing four screws around the RAM cage. This is new to Mac mini. Also remove the two rubber bumpers on the side of the RAM. Both the cage and the bumpers slide back and forth. Then remove and replace RAM … carefully.
