Microsoft may have had issues with the latest run of Windows 10 cumulative updates, with users reporting KB4598299 (for Windows 10 2004) and KB4598301 (for Windows 10 1909) causing app crashes and even BSOD issues.
The updates included improvements to the .NET Framework 3.5 and 4.8 to address the following issues:
- Resolves a scrolling problem when DPI scaling is not 100% and the user scrolls at the end of TreeView.
- Resolves an issue where ASP.Net apps fail during compilation.
- Includes reliability enhancements for automatically generating original images.
On Microsoft feedback forums, users report many app crashes that are resolved when you uninstall the updates. Some even report OS crash start loops.

If you are affected and can not wait for the repair, it seems that the most effective remedy is to just uninstall the updates by going to Control Panel> Uninstall a program> View installed updates, search for the KB number and click on uninstall- button.
