Bethesda poured out more new details about how character progression and capabilities work in Fallout 76 during a Quakecon 2018 panel. By nature, being an online multiplayer survival game, the systems we know from previous Fallout games are changing. Series founder like SPECIAL system and Perks returns, but you must be reacclimatized with them.
SPECIAL includes the following statistics: Strength, Perception, Endurance, Intelligence, Agility, Luck. When players level up, they get one point to enter any of these statistics. The number of points in this stats allows players to equip Perks that are specific to each of the SPECIAL STATS.
Perks are referred to cards giving players specific abilities, and each perk card has a value that requires a certain score in its relevant SPECIAL STAT. Think of SPECIAL STATISTICS as a resource pool to add perk cards to. Perk cards are given every time a player comes up. Individual cards can also be ranked so that it can be increased with efficiency.
SPECIAL POINTS are no longer given beyond level 50 and each state is truncated to 1
Perk cards can be exchanged at any time, which makes it possible to experiment with different character builders or adapt to specific situations. For example, Lone Wanderer Perk gives players additional experience points when playing solo, but can be exchanged for another benefit when joining a group.

Charisma State was specifically addressed since it was mainly used for NPC interactions in previous Fallout- game (note that Fallout 76 does not have any NPCs and all real players). Charisma will give players the opportunity to share benefits and state increases with their group when they are grouped and will certainly be the key to forming an effective squad.

There was no word as to whether there would be micro transactions or an income element when it comes to the perk card system.
